A derived daily figure
Resting heart rate is not a measurement of a single moment. Apple derives it from periods of stillness across the day and writes about one value per day. That is why it is steadier than your live heart rate and why it rarely equals your daily minimum: the minimum is one lucky low beat, the resting value is an estimate over many calm ones.
Reading it against live heart rate
Live heart rate lives under a different identifier, HKQuantityTypeIdentifierHeartRate, at up to one sample every few seconds during a workout. Resting heart rate is the slow daily companion to it. This page shows both series from your export so the difference is visible rather than confusing.
This identifier is one of dozens. The Apple Health data dictionary lists every identifier this parser reads, with its canonical type and unit.
